Cook capellini according to package directions. Reserve 1 cup pasta water.
Heat olive oil in large skillet over medium heat.
Add garlic and red pepper flakes, cook 2 minutes until fragrant.
Add drained pasta and 1/2 cup pasta water to skillet.
Toss with parsley, cheese, and lemon zest.
Add more pasta water if needed. Serve immediately.
